To slow down videos in Sony Vegas hold the ctr key and extend the length of the clip. You can tell by the squiggly line in the center of the clip that the speed of the video has been modified.

Speed up

Alternatively, hold the ctr key and shorten the length of the movie in order to speed up the video.

If you want to reset the speed of the video right click and go to properties. Set "Playback Rate" to 1.0.
